4	California makes drunk consensual sex illegal and imposes mandatory sentencing for it. Not sex with someone unconscious or incapacitated. But now having sex with an intoxicated woman is illegal and will put you in prison for years. Drunk sex has NEVER been illegal in the US before this. I am not going to get into the right or the wrong or pros/cons of having minimum sentencing, but even I can see in a 15 second scan of this bill that it does nothing to change the legal definition of what is or isn't rape, it simply enforces a minimum sentence once convicted. They are essentially becoming a government agent by doing the government's bidding, it is essentially a government restriction on speech in that instance.
