As much as I'd like to agree with the sentiment, please try not to apply causation to this correlation, as it can be countered rather easily by whomever disagrees with the sentiment. The lower birth rate can also be attributed to the higher costs in living, more access to education, and higher accessibility to birth control. There are more factors in play, so try not to ignore the other factors because this can be quite easily strawmanned.

It doesn't matter if they're not married. They've been living together for 2.5 years. In Canada, they're considered common-law. If she can provide evidence for for living together for at least 1 year in the same household, they attain rights of a common-law relationship. It's basically being married.
