4	VAGPASS TURNED DOWN Yeah I asked her last night and got a twenty minute reply I was trying to process..lol - asked her today to give me a summary: She was bullying him if there was an imbalance of power (physical, social, etc) and if her behavior was ongoing. Conflict is equal power and not ongoing. If this is the first time she got in his face - it was a fight. If she had a history of intimidating him - she is a bully.
