On average more men will die from homicide etc because they experience it more as an absolute number, thus increasing the average. It's not against diversity, he tried to depict errors in the diversity programs. Because, like he said himself, a diversity program can only be truly effective when it's based on facts and when the true reasons for the lack of diversity are understood. I think I haven't read one article that didn't label his memo "anti diversity manifest". How can someone read the guys memo and think it's an anty diversity piece? I would call it dishonest, but I'm pretty sure they don't even see their hypocrisy and distortion of facts. They somehow really believe it.
