You're right, it's complicated, the major point was what a larger percent of reported rapes are false; news outlets talk about how few rapes in India get prosecuted, and this explains away a huge portion - they ended in marriage instead. I'm not sure if that's true. I can't imagine there is a high percentage of men that run off and then come back and actually get married when they get charged.
