Perhaps "herd resistance"? It's pretty clear that you don't grasp how herd immunity actually works. It's a matter of group resistance benefiting the individual and does not depend on actual immunity. This is clear from an SI model or just basic reasoning (your odds of getting it in a given sexual encounter obviously go up as the odds of your partner having it go up). It's also an empirical fact. In any case the way their policy is discussed is extremely misleading. Even if they advocate circumcision in the US (which I doubt, it has little value here) it is only out of a sense of fairness because they are pushing it in Southern Africa, where it does in fact work like gangbusters. The epidemic is dominated by heterosexual trabsmission. Moreover circumcision is being used and promoted in sub-Saharan Africa where this is especially true. Circumcision cuts the per-incident transmission rate by half and it avoids much of the stigma and power dynamic problems that plague condoms.
