2	Rutgers-Newark Nancy Cantor yells 'I'm the chancellor!' at campus cops in car accident dispute That's where you're wrong pal, Rutgers police are fully sworn officers with all the rights and duties thereof and they absolutely do have statutory powers of arrest. In a case like this the officers are just covering their own assses because if an accident like this happens you can't just not make a report about it, to do so would open them up for discipline.
