Some of that can rise to harassment (the boombox, and nudity) but don't simply by existing, others are strictly protected freedom of speech (hitler speeches and clothing choice) that even if done in duration and with the intent to annoy would still be protected. What somebody likes everybody else to do is irrelevant. You don't get that kind of control. Clearly we do have some control over that. On an extreme, laws at least where I live, don't allow me to murder people. On a more accurate scale, it's generally poor etiquette to eat extremely smelly foods in public places, wear clothes that is offensive (or just being plain nude), or carry a boombox playing music or Hitler speeches.
