The fair or unfair part is the hiring process, which as advertised is unfair, the 100:1 is more likely a result of the typical applicant rather than the actual hiring process itself. But it's totally the wrong way to go about it, if you give someone extra chances based on gender it's both unfair to the other gender, and does not encourage people to think said woman earned her place to the same degree as the men.
