That officer is facing (what passes for) punishment for ordering her out of the car. The officer may have used force (in both cases), but that doesn't necessarily equate to the order being lawful. You will find no law, ordinance or statute regarding the window. "Officer's safety" is just a pretext to justify rights violations.
