Immigration office would probably be better, but airline officials are responsible for knowing these laws as well. So if you want to be thorough, I would say both? Like many have been saying here though, as a citizen or legal resident you do not need a passport to go to Puerto Rico, I have been there a couple times and have only needed my driver's license. fellow Persian here, haletun chetore. I would call an airline and ask them directly, they will know the answer. I had an issue with a passport expiration and I called Jet Blue and they were very helpful.

quick note about uniqlo, they tailor all the pants you buy for free if they are over $25. if they are under $25 they charge a $5 fee. but basically you can get a nice pair of slim fit tailored chinos or pants from anywhere between $25-50. you really cant beat that as most tailors charge something like $20 to fix the length.

I was in a similar situation to you, skinny with a beer belly (not huge, but it was there for sure). OP just replied and included cardio, thats really the only sure fire way to it, you gotta run. It doesn't even need to be for that long or an intense pace, but changing the intensity of your running (i.e. walk, jog, medium jog, heavy jog, sprint, jog, walk sprint etc.) for periods of time will surprise you in the results
