This isn't feminists - this is the BSA policy. At the cub scout level, girls are supposed to be in separate dens, although they can be co-ed if it's a smaller pack. At the boy scout level (now the "scout" level), the troops are indeed separate, but they operate as a "sister" troop. So, meetings and individual stuff is segregated, but things like campouts or pinewood derby races would be combined.
