It opened the door for doctors to get in trouble for prescribing an excessive amount of controlled substances, through this the FDA created higher standards for prescribing. For example if you go to your doctor and ask for pain medicine for your back they’ll deny you the same way they would for Xanax if you said I have bad panic attacks and need anxiety medicine.
