14	There is no moral failure in not wanting to sleep with whatever percentage of men. It's "deceiving women for sex" as much as being nice to people is deceiving people for friendships. 1	It's probably a good idea to implement programs specifically to lift up boys and men. The problems in the "hood" or any poverty stricken area is almost universally in every part of the world because of lack of access to education, lack of funding to that education, lack of access to proper health care, housing, jobs, security and all the basic infrastructure that humans need to have a basic healthy life. In the USA you also have the whole incarceration problem forces generations of kids to grow up without fathers.
