It's already happening. Most violent criminals are separated from women via prison. Prisons (or courts in fact) tend to release the violent ones while keeping the non- violent drug and child support offenses.

Declining Fertility is only a problem because of the massive transfer of wealth from the younger working age men, to older people (mostly females) who "blew it". This increasingly crushing burden put on the younger working age men has had the affect of lowering their lifestile to the point where the just turtle or shrug.
