It's most usually the 1st and 2nd reasons you bulletpointed. But for your 1st- that's just mutilation and for the 2nd- Do people not shower or something? Hygiene is their excuse on that pertaining to medical issues. The father should have last say but he and his wife/baby mama should discuss it together at the least. I read today in an article it's about a 10% rate. And I suppose slightly more if some slip through the cracks i.e. false convictions. So like 1/10th
