It would be good anonymously, but still need to be enforced by a female teacher or administrator. It is possible that some sort of system could be set up whereby students could anonymously report dress code violations. Our administration was, luckily, very understanding about this. We had a female principal, so if any of us male teachers noticed a female violating dress code we would discreetly notify her and she'd just happen to walk through the class and notice.
