Could this be because the Western world sees women as more of an equal to men and the non-Western world sees women inferior to men? Why would a middle eastern woman hit her husband... they barely even let her leave the house or drive. She’d be murdered if she hit him.

Context is important. It appears that in video she was intentionally making an advance, albeit as a joke, in order to make him feel uncomfortable. Do you disagree that this scenario meets the definition? Generally speaking, no - touching someone’s arm would not be sexual assault. Did we really need an explanation?
