This video shows the full thing right when they both enter the frame, I think it puts it into some good context. She cut in front of him at the bar, and then tried to prevent him from getting to the counter. I'd definitely say she was the instigator in the situation.

Yeah probably not. I mean it's a crowded bar and shit happens. You can see the woman intentionally trying to keep him from getting in, and then when he does, she raises her fist to hit him, which he grabs. She hits him with her other arm in the face, and he retaliates.

They are walking on a sidewalk, and refuse to give way to a car that shouldn't be there in the first place. They only ever get on the hood or put on a sticker if the offending person doesn't back the car up and get back into traffic where they exited it in the first place, and also tries to run them over.
