Not "same rate". Conscripts (regular ones, not mobilization) are serve in 'old' territories(yes, this include Kursk). Russia no longer use mobilization (it's not officially stopped but paused in practice) and use volunteers. Russian men are also allowed to exit Russia if they want to. Some do.

Ukraine's goverment (and USA/EU) just don't care. They think those men should just stand up and fight. There are ever talks about forcing male refugees in EU to go back to Ukraine. Russian goverment tried to play with mobilization and "paused" it rather fast (switch to encourage volunteers to go, real ones, they pay a lot and provide some other advantages).

There are enough of this arleady. Most men who decide to emigrate in 2022 because they didn't want be mobilized and fight in Ukraine are...returned. One of stated reasons is that it was very difficult for them to work in EU, they ARE Russians first and not refugees from bad regime. "Bad" regime showed that it DO care about Russians ("partial mobilization" is paused, cities are filled with ads to see world and get paid for it on goverment expense, unemployement is low).

So...random people (and usually it's assumed to be men) must risk themselves trying to help? I think it's mostly not about male hate, it's mostly about issue that if you touch other people's children (especially if it's NOT your professional responsibility) - you likely will get in legal trouble. There was rather short period when "partial mobilisation" was started when a lot of people were blocked from exiting (sometimes even ones whos work depends on regular travel across borders like pilots). This was fixed rather fast. Russia also slowly implements same methods ukraine does to make conscription fast and more efficient (digital registries, etc) even while Russian goverment says aloud they don't need more conscripts because they do have enough volunteers.

A lot of wars are called defensive even while they are not. Especially if it's "policing actions",etc Sometimes it's better to engage in war which doesn't directly affect country...yet. Or just do preemptive strike. Sometimes it doesn't clear from start. Sometimes where is no time to discussion or it's impossible to declare war using regular voting methods. It would be impossible for them to do so if Russia don't change rules. Until recently Russia accepted Ukrainians and gave accelerated citizenship. This was changed in Oct 2023. Ukrainians now should arrive either by land via Ludonka or by air via Sheremetyevo. Not Kalinigrad. End of Sep and Oct 2022. There were situations were men were forbidden from leaving (even if they are people like airline pilots). This was mostly sorted out. But "partial mobilization" was not finished, just suspended. Draft system is also being reworked (old laws said you have to get written notice, now you get electronic one and it's considered delivered even if you can prove you were without any means of communications).

Small population. They also have conscription for everybody. Their population perflecty undertstood WHY they needed in army (due to either propaganda or patriotism, depending on your side). Same for Russia. With a twist. Article 131 of Russia's Criminal is called "Rape" and specifically assume victim is a woman. Article 132 is called "Violent acts of a sexual nature" doesn't assume victim's sex and specifically says it also covers forced homesexsual relations. Stated punishments are exactly same. One possible reason for this: IWD was started by USSR and Warsaw Pact countries and it was only later taken up by feminists.
