The argument is based on a false premise to start with. If you were filthy to the point of having problems being circumcised wouldn't help you. Yes, it's not fair, but the police we're talking about here are an emergency service like fire and ambulance. Unless a woman has a knife or a gun on you or you've been stabbed and are bleeding out, it's not an emergency. If it does warrant calling the police, leave, and call the police to your house from another location. If you are in that situation, it's probably unlikely that you would be arrested.

If you have a complication with a foreskin you can get it done (or a less drastic option), if you have a complication with a circumcision what are you going to do? Put it back on? The complication rate is about the same and most foreskin complications are caused by mothers trying to retract the foreskin before it has separated from the glans, causing it to heal in ways like you describe. Leave it alone.
