It is harassment when it comes from unwanted males I kind of feel that if you ask a female to answer a hypothetical of a male sexually approaching the former in its mind it imagines the male to be less attractive than the average. Conversely if you ask a male the same thing in reverse in its mind it imagines the female to be more attractive than the average.
