Sometimes it does mean that, but that's debatable and a different issue. All I meant is that even if a punishment fails to reform the convict in a subjective point of view, the punishment isn't necessarily invalid or too much. If the prison system is bad at reforming people, it still has values in its existing form and we should be working on improving rehabilitation of prisoners instead of waving prison sentences.
