I understand your argument and mostly agree with your sentiment but I still think that there is a false equivalence. "The prices" that are being paid to achieve the goals are not similar. A soldier agrees to follow the command of a leader and as a result they could be killed, they know that going in. The "innocent men" are not soldiers under her command they are the civilians in the area that the soldiers are active.

False equivalence. This person is not a general making concessions and accepting a certain amount of casualties to ensure victory - this is a person with an audience stating that they don't care if an outside group is harmed, directly and measurably, by their audience. Her position is not to send "innocent men" to fight and die for their cause, it is to be completely unconcerned if the "innocent men" are reduced to collateral damage while they go after their legitimate targets.
