As opposed to: You don't do what I want, so I lash out without warning. That isn't coercing so much as it is assault. Perhaps things are worse where you live than where I am, because to me, this is a criticism of child support collectors, not men or women. I'm sure there are men who squander child support as well, not just women. The point is, this is an precaution shamefully needed because of people being terrible, not just men or women. If they punished false rape accusers, it wouldn't make real rape victims be taken more seriously. Not punishing them doesn't make real rape victims get taken more seriously, either; the people reporting it falsely make them get taken less seriously, not the punishment.
