Only when you're less available because you have a busy life outside of dating. Purposely flaking will not help you, however being busy and having to shuffle lots of things to arrange a date with someone is attractive.

Never flake. You won't get another date and it's really not a strategy. Be busy with your life instead, and if someone flakes on you, just send a genuine response (but don't try and set up another date) and pull back. If she likes you she'll come back to you to arrange a reschedule

Depends if you want it or not. If you genuinely have a boundary not to sleep on the first date and you enforce that boundary it can create more attraction, but if you're just doing it to try and make her want you more she'll pick up on the game and lose interest
