That's only for certain types of damages like personal injury/economic damages but not for punitive damages. It may be different in her municipality, but I'm guessing it's not. Generally speaking, these courts don't make it matter of course to bankrupt everyone they make a ruling against so as to squeeze them for everything they're worth. I'm guessing she can pay.
