This doesn't need to go to the cops, it just needs the principal to understand that it's a serious issue and accept that if the boy punched the girl in the chest or kicked her in the crotch then it'd likely be a much more serious issue. If you don't hit back in a situation where you're not the initial aggressor, you're basically setting yourself up as a target. This isn't so true on the street but it is true in schools. I understand the point you're trying to make but you're not doing it in a very smart way.
