I could justify spending around that much for a decent jacket or suit, but for a shirt that's rediculous. It's also a matter for the subconscious. Dressing well (as in smart, with expensive clothes) I think is noticeable to practically everyone, but especially to women - because they spend more of their time and education learning that appearances matter.
