"Wolf whistling criminalised" pisses off men who watch their friends commit suicide at higher rates or are laughed at for being victims of domestic violence because it is a trivial matter in the grand scheme of things but receives as much attention as any other female focussed initiative. The accuser doesn't matter - the man is innocent end of story. If someone accuses the woman of false accusations that is also not right, although possibly debatable whether the justice system is currently investigating the possibility of false accusations thoroughly enough. That a malicious accuser knows that their victim will be punished by the process of going through trial even if they are not proven guilty.
