This is certainly an issue, I've heard this same issue exists in daycares as well. What I've heard of though it's not the institutions that are pushing for these regulations but the parents! For some reason (well, sexism) it's more acceptable for a strange woman to change your kids diaper than a strange man.

Nobody's talking about getting anyone arrested. The cops would tell the assholes stop causing trouble and to not shout at her. At least where I live the cops are supposed to keep peace and order and help people. It's a sort of fucked up world view that everyone should be able to be as threatening and rude as they want with no consequence.
