eugenics isn't just force. the Spartans literally killed crippled babies to protect their society. natural selection is really more of an process that happens randomly than one where we choose. One might argue subconscious responses to stimuli fall in this category but picking men doesn't since that isn't random

I think the problem is modernity has made life safer and this becomes the new standard that is the baseline for having offspring. But that standard of safe is difficult to sustain because it's extremely resource intensive and time consuming. This can only be afforded by the educated middle classes. the rest must make do with less. What's safe is relative. there were unsafe environments before but they were still safeish for the vast majority of women
