The father could respond in kind, prolonging the legal battle, where he still eventually wins, because she agreed to it, and a four year old isn't developed enough to make medical decisions. Ever. This is clickbait. The judge did not order a four year old to get circumcised. He ordered an adult woman to comply with the arrangements of a completely legal and valid parenting agreement. It serves as a contact and can't be altered by the court anyway, making it unconstitutional for the judge to alter it in any way. You are petitioning a judge to violate the constitution.
