The biggest issue I'm seeing here is that people aren't guaranteed legal counsel in these types of civil trials. If that's causing people to receive unreasonable monthly payment orders then that's the crux of the issue.

This doesn't address the top picture, nor is that an explanation of why non-paying fathers would end up in debtor's prison. Each parent is entitled to a free review of child support payments every 3 years, and to my knowledgework they can file more frequently than that, but at cost. Simply because you have debt and can't pay it doesn't automatically mean you'll end up in jail. Challenging child support payment amounts as well as repayment plans is crucial.
