Here's an analogy. Two people apply for one spot in med school and each meet the minimum GPA requirement of 3.7. One applicant has a 3.7 on the dot, the other has a 4.5 (A+ average). It is also clear that the 4.5 student will be a much better doctor in the end. However the 3.7 student fits in the priority demographic and therefore gets the spot.
