What I got from the article was that someone from a low murder rate area would be in greater danger in prison than someone from a high murder rate area. It is relative to the individual I guess.

I would warrant that there was no warrant. In the time it took his room mate to return from a trip to the store a warrant had been obtained and brought to the residence? I am sure that the paperless warrant specified that the police could search everything and everything.
