It seems to me, like a lot of people in your situation, you didn't get to develop SOCIALLY during an age where you are supposed to. Believe it or not, school (especially elementary/middle school) is less about WHAT you learn in the classrooms but more about how to LIVE in a society. I'm from Toronto as well. The touching part, it's gotta be natural. It shouldn't feel forced. Women do it too. Think about how they would touch your arm if they were laughing at your joke. You obviously start with small things like leading them by the hand or guiding them by touching the small of their backs and so on.

Short answer: yes It's a level of comfort/confidence that you show to women when you can touch them. If they're comfortable with your touch, then that's one step closer to more intimate activities. I'm not like, good at this stuff. But if I can offer a suggestion... maybe instead of asking them which dance floor they prefer, be more direct and say things like "hey ladies, having a good night?" and go from there. That way the intent is clear that you're just shooting the shit with them instead of some weird question.
