Welding would definitely be a good skill to have. I’d encourage him to get more into electrical/electronics or even mechanics. In this case, is there an agreement between the father and the government that he'll pay it back if the government assumes financial responsibility? I only ask because as far as I understand it, if you have a debt - let's say a credit card - and you don't pay it off and it's picked up by a debt collection agency and they start demanding payment, you aren't legally obligated to pay them back. I know the government is the bully of all bullies, but wouldn't that work here, too?
