Literally, if someone rubs your penis, it will become erect, even if you are not normally turned on by it. You will become "aroused" because that is controlled by the autonomic nervous system. Additionally, men get erections while they're asleep all the time.

Erections are controlled by the autonomic nervous system. Unless you have some form of ED, enough friction will get you erect whether you want to be or not.

You are supposed to retract your foreskin before peeing. Many men who are cut still have some foreskin and get smegma. Those with tight circumcisions still have to daily clean their penis.
