I would say yes. Think about it this way: If she was into you, wouldn't she have given you her number? That way she has the opportunity to meet with 'that guy who was so cool' again. Asking for your number and saying she will contact you sounds to me like a way to let you down easy. I would move on to the next one and try to establish more of a connection before asking, but just keep an eye out for some reason if she actually does decide to text

I know that to OP some of this may seem to be pretty critical, but I would like to just mention that this guy went out of his way to describe a lot of methods to help out.
