Phil has many qualities. Homer has almost none. Phil is clearly good at his job, he's competitive (in a good way), he's a good father, he's a loving husband... Sure some episodes Clair picks on him... but often Clair is later proven wrong and Phil proven right. If anything, Clair comes off as less wise than Phil in the majority of episodes - she often comes off as a spaz while Phil calmly shows his wisdom.

To be fair, not all male TV roles are like that. The men in "Modern Family" are all good male role model characters.
