Conscription is one way they they definitely do this, lots of countries still have mandatory military service of at least 18 months to 2 years. I guess that's the underlying way the government reduce the male population.

Ukraine is the perfect example of this. They round up Ukrainian men young and elderly against their will, and send them straight to the meat grinder of the front line as cannon fodder, meanwhile the woman live it up, partying at nightclubs, travelling out of the country freely without control.
