People change policy all the time. That's such a generalized statement, it's completely meaningless. Issuing a ticket on a plate is the same as issued g a ticket. No it's not, since issuing one on the plate only targets the plate holder. You can't ticket the passengers that way, they're not registered anywhere. I haven't said my opinion on any of this, I'm just saying what the law is and how that law can be acted upon. You can enact the law by trying to issue tickets for not wearing seatbelts as a passenger on the licence plates.

Issuing the ticket is the point, is the consequence for the behaviour. Okay, so you agree that he can't just ticket it on the plate? There is almost no needs to even communicate at all. Treat it like running a red. Issue a ticket and don’t waste police time even. He tried, seems like she refused to ID herself so he had to arrest her. If she doesn't ID herself, he can't ticket her (assuming she's not the driver).

Yes, doing only half the job is easier. Would help to ticket all the offenders though, which would require personal interaction in the form of at least getting their IDs.

Well yes, that's generally how ticketing works here as well, just on the plates. If you didn't commit the ticket as the plate holder, you are given the option to say who you lent the car to. Still though, that ignores the issue of ticketing for not wearing your seatbelt, which can be ticketed multiple times per car since each individual (assuming they're adults) can be ticketed for it. That's not how it works, the plate would only link the plate's holder which 1. might not be the driver, and 2. doesn't include the passenger who I think also wasn't wearing a seatbelt?
