No it's not, since issuing one on the plate only targets the plate holder. You can't ticket the passengers that way, they're not registered anywhere. If you didn't commit the ticket as the plate holder, you are given the option to say who you lent the car to. Still though, that ignores the issue of ticketing for not wearing your seatbelt, which can be ticketed multiple times per car since each individual (assuming they're adults) can be ticketed for it.
