They were surrounding her, touching her and heavily verbally harassing her. Also, if you looked at the title of this very own reddit thread, you would notice that no one here questioned the fact that she was being harassed, except you. I don't see any evidence or logic provided by you that she 'shouldn't have done what she did'. She got a EUR 3000 fine for what she did = she shouldn't have done it because it was illegal. At this point I'm convinced you're trolling so I'm just going to ignore you…

Well I would know better than you because I'm from here and chances are you are not. Yes, it theoretically should be (it certainly was 2 years ago) a rare occasion to meet a group of black guys, considering that 0.5% of the population is black. In this case it was clearly a group of economic migrants, all male, and well... you can see for yourself how they were harassing that girl. She shouldn't have done what she did, but that doesn't excuse their behavior.
