From another subreddit I read a comment that the paid leave is a precursor to firing them whereas unpaid leave is usually considered the punishment (something about union bull shit).

Oh snap... this case certainly sounds sketchy now. I meant my comment more as of a general comment about the policy of an 18 year old and 17 year old having sex being illegal, but this case sounds very sketchy indeed. Edit: Good work doing actual research rather than a random emotion filled comment like mine.
