I speak by experience. I've seen truly incompetent females being hired instead of reliable, capable, and experienced people on a frequent basis. Big enough companies will hire contractors (the 2nd group who they did not hire as employees) to do the real work and end up being "supervised" by these types of females, who end up being promoted way above their competency level. It's great for diversity, I've been told, because you don't necessarily have to count the contractors.
