The ratios of offense severity/punishment of different types of crimes need to be proportionate to one another for justice to be best guaranteed. It's quite a unseemly venture to set up a justice system, but without comparison and review of all crimes systemically we'd still hang horse thieves. For example some might say that under a social health model of justice comparative severity is irrelevant.
