Regarding the frog it's somewhat different:

The fact that it's toxic means no predator will attempt to eat it (and the same has been true for its predecessors), therefore the species could evolve these bright colors, since it doesn't have to cloak itself to protect from predators.

So the frog doesn't signal its toxicity by its color. Its toxicity enabled it to have the color and survive...
