It's not surprising at all.
You have to think about it from the state's point of view: * Create welfare system that costs you resources. * Have an overwhelming number of people use that system meaning it drains your resources drastically. * Find ways of making someone else pay for the welfare system instead.
We've already seen stories of men who have proven that the child isn't theirs who are still forced to pay child support. The state will do anything it can to pin that cost on any man it can find so that it doesn't have to deal with the cost itself.
This millionaire dude is easy pickings for them.
