lol "mom jeans" have been around since at least the 50s so not strictly true, but they're definitely putting these "control panels" in the tops of these high-waisted pants or just making them super-constricting all the way around with strong elastic to make every pair of pants into "shapewear." Anything to avoid diet and exercise.
